Job Description

OBJECTIVE OF POSITION

– Primary objectives of this position includes:
– Promote safe operations throughout the team and organization
– Ensure production is reliable, efficient and in full compliance with the company OMS, latest industrial
standards and regulatory requirements.
– Effective management of the onshore operations and services provided by third parties under existing agreement
– Lead in chemical management/ hydrate management for all production fields to ensure smoothly well flowing and to deliver the on-spec product
– Lead in implementation of Production Strategy, Facilities MOC and Continuous Improvement on production facilities.
– Optimization throughout the whole production chain
– Involve in production study opportunity as per business development
The post holder directly reports to Production Manager and work within the boundary of Rosneft’s Policy.

MAIN FUNCTIONS

a) Direct Functions: List of tasks, actions and processes performed by the employee holding this position and within his/her sphere of personal responsibility – not involving continuous participation by colleagues, line manager and / or subordinates
*General
· Daily support to offshore in managing Production and plan performance. Make sure Gas and Condensate specs, Produced water and others are within contractual values. Work with offshore to identify abnormal/poor performance of the process plan and provide immediate support to trouble shoot and fix
· Review and support Production PMRs, Operating procedures. Participate in operations meeting and discussions with offshore operation in identification of process issues, analyze and propose solution to maintain and improve system performance and efficiency.
* Focus
· SPA – Chemical Treatment system including troubleshooting, field testing, and managing the chemical treatment efficiency to maintain and improve process plant performance and equipment integrity (critical)
· SPA – For system flow assurance including flow assurance study and implementation, hydrate management (KHI/MeOH), emulsions, scales etc., (Critical)
· SPA – For engineering studies required and site implementation to maintain equipment performance listed as: Separation system efficiency, dehydrations, foam formation, and water treatment. (Critical)
· SPA – Organize and participate for Corrosion Matrix Review and management
· SPA – Managing and optimizing Production budget for consumables and chemicals
· Lead in providing technical support for implementation of CTA listed as condensate production,
transportation, storage and lifting at PVGAS VT terminal.
* Extended
· Support Senior Production Engineer in review of well operating procedure, ramp-up rate
· Analyze condensate allocation among NCSP, KNOC and Block 6.1 with HYSYS software support
· Participate in the Contract review, renewal and evaluation for a new service contracts provider in responsible area
· Provide technical and operational training to offshore and across departments when required
· Participate and contribute to HAZOP/HAZID review and study upon request
· Participate in Identifying system bottleneck and carry out system debottlenecking study upon request.
Complete tasks assigned by line manager within own competence
Strictly comply with Rosneft’s Policy on Combatting Corruption and all relevant procedures of Rosneft Vietnam in the implementation of the Policy

Job Requirement

*EDUCATION
– Bachelor of Science in:
a/ Oil and Gas Production Engineering 
b/ Chemical Engineering
– Preferably Chemical Engineering with certain knowledge in oil and gas production system.
*LANGUAGE SKILL: Fluency in English and Vietnamese both in writing and speaking.
*WORK EXPERIENCES:
a) At least 3 years’ experience in the E&P –Oil & Gas industry service or operating company
b) Requirements offshore working experience and 2 years in onshore operations support function.
c) Experience in Oil and Gas Chemical treatment, chemical injection management, flow assurance and hydrate management
*COMPUTER SKILLS:
a) Skillful in MS office and MS Project
b) Familiar with and basic application of Simulation software: Relevant process simulation software such as; HYSIS, PIPESIM etc.,
*KNOWLEDGE/SKILLS: The Production Engineer requires the following key
skills/characteristics:
a) Technical – Skillful in flowline operations and flow assurance (especially in Oil and Gas Production) Be able to identify, analyze, and carry out engineering
study (with or without third party contractor) to propose a solution and follow up for site implementation
b) Technical – Skillful in Operations Excellence. Chemical Management & Troubleshooting, System debottlenecking, Production QA/QC, Production efficiency and Continuous Improvement process.
c) Technical – Skillful in Risks identification and Management – process and procedures. Good understanding on Process Safety.
d) Technical – Basic application of MOC, Integrity management, Project management.
e) Analytical skill – Excellent – Capable of visualizing, articulating, and solving problem/concepts and making decision with available data which is sometimes limited.
f) Partnership & team work – Good – understand and appreciate strengths of team work. Seek to improve and develop cooperative relationship across departments and partners to get the job done. Actively share information offer advice and encouragement to others in supports the best results. Show awareness of cultural differences.
g) Leadership skills – Good – Steps forwards to lead as needed. Encourage the participation and contribution of other team members. Gives specific coaching/direction to others as to how to complete discrete, well defined

j) Others: Financial skills: Basic – understanding of budgeting and cost control. Demonstrates ability to interpret operations and legal aspects of contracts and
or project strategies (i.e.., Operations principle and compliance, Coordination etc.,)
