Job Description

1. Objective of Position

– Working with other team members in preparing external annual budget.
– Control & monitor project cost vs budget.
– Timely provide cost reporting to both internal and external.

2. Main Functions

* Accountable Rosneft’s Block 05-3/11 PSC accounting
– Working with Project Manager to prepare Block 05-3 annual budget to PVN: Make sure the budget is built up based on internal annual business plan. The budget must be complied with all requirements of Block 05-3/11 PSC. Co-ordinate with Commercial Team and PVN to ensure approval of annual budget.
– Monthly cash call to RN: To ensure the sufficient fund from ROSNEFT head office to pay out but keep bank balance at minimum amount.
– Monthly, quarterly and annual report to PVN as required of Block 05-3/11 PSC: to ensure provide timely cost reports to PVN.
– PVN and independent audit: Prepare all documents required for annual audit, follow up all outstanding issues with auditor if any. Try to maximize the cost recovery for the project.
– Prepare VAS accounting books for Tax audit.
– Monitor POs/contracts list to control expenditure vs budget: to make sure the overspent is timely reporting to Project Manager.
– Invoice verification: ensure invoice is correctly billed to project and coding to appropriate cost code. Be a final stage of verification point for Project Manager to approve invoices.
* Accountable for Block 05-3/11 management accounting
– Prepare annual finplan to head office: Giving full picture about cash receipt/expenditure according to head office cost code by each month in year
– Prepare monthly finplan: providing information about cash receipt/expenditure according to head office cost code in the month. This also is posted and maintained in Sun system to monitor expenditure by each head quarter cost code in month and also under annual finplan item.
– Prepare actual finplan: according to approved register payment as well as actual payment made in the month, providing information about actual cash receipt/expenditure according to head office cost code.
– Checking headoffice cost code when making register payment with Moscow.
– Prepare GFO for Block 05.3/11 asset and including provide input for financial, financing, economic, capex, capex M, drilling, geology template.
– Provide adhoc reports as required by business.
* General accounting process
– Being part of 1st group of authorized payment: to ensure payments are made according to company control policy.
– Provide support to other accounting team members.
* Others:
– Complete tasks reasonably assigned by line manager within own competence 
– Strictly comply with Rosneft’s Policy on Combatting Corruption and all relevant procedures of Rosneft Vietnam in the implementation of the Policy

Job Requirement

Education: 
– University degree on Accounting/ Finance is required
– ACCA member is preferable
Knowledge / Skills: 
– Strong interpretation and analytical skills
– Quick adaptation in involving in new tasks
– Strong communication and influencing skills
Language Skills: Good at both of verbal and written English, Vietnamese
Work Experience: 
– 8 years of experience in finance & accounting area and at least 3 years in supervisory position.
– Experience in Oil & Gas drilling accountant is a MUST.
Computer Skills: Strong computer skills ( Excel, Word, Power Point, Project, Maximo, Business Object)
