Job Description

1. Project: IL Vietnam Lube Oil Blending Plant Construction Project
2. Duration: from 1 August 2016 until 31 Dec. 2017
3. Location: JFE Engineering ILV Project Office located at The Land Lot No CN 5.2E, in Dinh Vu Industrial Zone, Dong Hai 2 Ward, Hai An District, Hai Phong City, Vietnam
4. The HSE manager is responsible as a minimum for these items as below:

• Develop, maintain and execute OHSAS18001, ISO14001 and ISO9001 manual/plan of the project.
• Responsible for establishing project policy and objectives together with the project manager.
• Responsible for hazard identification, risk assessment and determining controls.
• Identification of the legal and other requirements.
• Identification of competence and conduct of training awareness and evaluation for all project member, including subcontractors.
• Responsible for monitoring and controlling the subcontractor,s OHSAS, HSE activities.
• Responsible for controlling all documents and data and records which are concerned.
• Responsible for all operational control including subcontractors, visitors, and others.
• Responsible for emergency preparedness and response.
• Responsible for performance measurement and monitoring.
• Responsible for evaluation of compliance with applicable legal requirements and other requirements.
• Responsible for incident investigation, nonconformity, corrective and preventive action.
• Responsible for conducting the internal audit and report to HQ of JFE.
• Responsible for conducting management review meeting and report to HQ of JFE.
• Organization Relationships; The HSE manager reports directly to the project manager and lead and direct the HSE leader.
• Payment: To be decided before employment

Job Requirement

1. An applicant shall have more than 5 years experiences of the HSE manager who can manage all activities for OHSAS 18001, ISO 14001, Basic Knowledge required for ISO9001 in the field of oil and gas facilities construction project and act as the OHS /HSE management representative of the project.
2. The applicant shall have the following work skills and capabilities:

• Excellent in IT skills.
• Competent in speaking, writing and reading skill in English.
