Started date: End of February in 2017
Working Duration: 2 year+
Location: Vietnam
The project is developed by a consortium of international companies and Petrovietnam.

1. COMMISSIONING MANAGER

Purpose 

  • The Commissioning Manager has responsible for ready to smooth taking-over from EPC Contractor to asset owner, so he is actively managing the Integrated Commissioning Team formed among the members of IPMT Comm’g, Engineering, Process, OPT Operations, Technical and Maintenance Div. etc., and finally confirm all the facility and equipment condition is ready for taking-over by overall Mechanical Completion.
  • He is also responsible for overall execution of all Commissioning activities including Initial start-up, performance test and the others from Overall Mechanical Completion to Initial Acceptance.

Responsibility

  • The Commissioning Manager is responsible for managing take-over preparation, tracking the progress of all Construction, Pre-commissioning and Utility Commissioning activities and execution of all Process Commissioning activities including initial startup and performance test.
  • He is responsible for identifying the potential delay and risk in schedule and taking proper countermeasures timely. And he is also responsible for monitoring the status of Key Performance Index for project mile stone including setting up the necessary parameters in accordance with project mile stone such as Overall Mechanical Completion, Overall Ready for Startup, First Product out and Initial Acceptance.
  • All status of key parameter and progress of each activity must be carefully monitored by Commissioning Manager and sheared with other Discipline through the periodical meeting.

Accountability, Duty:

To achieve the followings through the above responsibility
Prior to overall MC

  • Completion of inspection/witness for 2,903 selected ITP and Pre-comm’g activities by overall MC
  • Completion of Punch Listing for full 10,763 pages of PIDs by overall MC
  • Confirmation of completion for all Punch- A items closing by each system / overall MC.
  • System Mechanical Completion Certificate counter sign-off beside IPMT at each process MC
  • Confirmation of Preservation Status of all Process/Utility Systems until overall MC
  • Preparation for all commissioning activities for Process units by overall MC

Up to Phase-C completion: 

After overall MC:

  • Preparation of Preliminary Confirmation and Inspection by overall MC + 2 months.
  • Preparation of Performance test by overall MC + 2months
  • Completion of Pre-startup Safety Review as scheduled
  • Confirmation of Ready for Startup for all Process units by MC + 3mounths
  • Completion of Initial Start-up for all Process units by MC + 6months
  • Completion of Preliminary Confirmation and Inspection Completion by MC + 8 months
  • Completion of Performance test by MC+8 months

Requirement:

  • Educational Level: University Graduated Work Experience
  • Experience required minimum 15 years of Commissioning and/or Initial Start-up manager in Petrochemical and Petroleum Refining with more than 5 years experiences as Project Director or equivalent, hopefully in glass-root refinery project.

2. COMMISSIONING QC/QA COORDINATOR 

Purpose:

Responsibility:

  • QC/QA coordinator is responsible for checking the registration condition of record and report sheet of all activities and setting up the necessary KPI for each important milestone, and monitoring / tracking the progress. 
  • The KPIs will be corrected by each responsible department or discipline. Therefore QC/QA Coordinator is responsible for summarizing all KPIs and identifying the potential risks or other area of concerns and emphasizing these to the relevant members at the meeting with proper prioritization. 
  • The above progress and status shall be reported to Commissioning Manager. He is assigned as support team members of Commissioning Manager and support Commissioning Manager particularly on overall QC/QA monitoring matters. 

Accountability, Duty:

  • Setting up the necessary KPIs for each important milestone. 
  • Tracking the progress of all KPIs. 
  • Identifying the potential risks or other area of concerns 

Requirement:

Educational Level: University Graduated 
Experience required: minimum 15 years of Refinery or other Industrial Plants in Commissioning phase as QC/QA controller with more than 5 years experiences as Commissioning Engineer. 
– Familiarity with petrochemical industry and their equipment, industry specific QA/QC standard (ASTM, ASME, ACI, UPC, AWS, etc.), systems. 
– High level management skills for project coordination. English skills IELTS 7.0 or higher.

3. COMMISSIONING SUPPORT EXPERT (HSE TRAINING) 

Job description:

The purpose of the commissioning support expert (Safety, HSE Training) is to support Health Safety Section Manager on commissioning activities from HSSE point of view. With high level analysis, optimization, report, coordination during Commissioning Preparation and Execution phases to ensure all project requirements are met. This position will be started from January 2017 and dissolved in December 2017. 
The main responsibility is as follows: 
Assist in review of commissioning plan and procedures for all areas, comment on all Unit Specific Commissioning Manuals that will be used at site, make suggestions to ensure a safe and incident free start up. 

  • Understand all project related permits and international standards and works to identify any actions which may produce a violation of those permits and standards. 
  • Lead HSE Training team in Health Safety Section 
  • Train personnel on HSE Training 
  • Conduct HSE Training in Refinery 
  • Conduct of Safety Audits 
  • Attend regular daily planning meetings. Follow up on actions and driving of schedule deliverables. 
  • Ensuring that all commissioning activities are completed in accordance with the Project Health, Safety, Security, Environmental and Social requirements such as HSSE and S Management Plans as requested from the Lenders. 
  • Support the Health Safety Section Manager in oversight of startup means and methods from HSSE point of view. 
  • Strengthen HSE Training such as HSSE Induction Training and conduct OJT for 2 direct hired staff during Commissioning Initial 

Requirements: 

Bachelor’s degree in Chemistry or Engineering or equivalent 
Min 15 year experience in Oil Refinery/ Petrochemical Plant or equivalent 

  • Experience required minimum 10 years in HSE Training in Oil Refinery/ Petrochemical Plant or equivalent. 
  • Exceptional knowledge of the detailed operation principles of the project plant and associated equipment, processes and systems. 
  • Strong decision making abilities under pressure and innovative to generate new ideas. 
  • Specialized skills in HSE Training. 
  • Excellent leadership and communication skills. 
  • Ability to teach skills to freshmen and exhibit patience. 
  • Hands on Experience in refinery commissioning is desired 
  • Capable of delivering results in a diverse, ever changing environment 
  • Strong facilitation, listening and conflict resolution skills 
  • Good communication in English (IELTS 6.0 or above)

4. COMMISSIONING COORDINATOR (6 pax)

Purpose 

  • Before Overall Mechanical Completion, Operations Section Leaders in Integrated Commissioning Team is responsible for preparation of taking-over through Pre-Comm’g activities under Total Commissioning supervision. 
  • Operations Section Manager is responsible for actual execution of all Process Commissioning activities and Utility Control. 
  • Commissioning Coordinator has huge responsibility for supporting Operations Section Leaders in Pre-commissioning (Phase-B) and Utility
  • Commissioning / Initial start-up (Phase-C) and Operations Section Manager in Commissioning and Initial start-up period (Phased-D). 

Responsibility 

Based on high level instruction from Commissioning Manager, Commissioning Coodinator supports Operation Section Leader in ICT or Operation Section Manager in ICT for smoothly taking-over preparation and Commissioning and Initial start-up execution including trouble shooting etc.

Accountability, Duty 

Assist Operations Section Leader and Section Manager for smoothly taking-over preparation and Commissioning and Initial start-up execution. 

Requirement

Educational Level: University Graduated 
Work Experience: Experience required minimum 15 years of Commissioning and/or Initial Start-up Operation in Petrochemical and Petroleum Refining with more than 5 years experiences as Senior Commissioning Engineer or equivalent, hopefully in glass-root refinery project. 
Skills: High level Operational skills/experiences for particular Unit, ANY ONE of below: 

  • Residue Hydro De Sulfurization Unit licensed by Chevron 
  • Hydrogen Manufacturing Unit licensed by Foster Wheeler 
  • Residue Fluid Catalytic Clacking Unit licensed by Axens 
  • In direct Alkylation licensed by UOP 
  • Polypropylene unit licensed by MCI 
  • Boiler, Steam Turbine Generator, Gas Turbine Generator. 
  • English skills IELTS 7.0 or higher.
